The historical Mendiola Street is the usual place for assemblies and rallies due to its proximity to the Malacañang Palace but the street is also home to several learning institutions.

Protests usually staged in Mendiola are allowed by the local government given that they have the necessary permits as people have the right to express themselves freely.  Assemblies sometimes go out of hand resulting to violence between protestors and policemen compromising the safety of students.  

The Mendiola Consortium, an organization composed of the schools located in the vicinity of Mendiola Street (Centro Escolar University, San Beda College, La Consolacion College Manila, College of the Holy Spirit Manila, and St. Jude Catholic School), decided to take action and promote a culture of peace.  Thus, the Mendiola Street was declared a peace zone.  The container vans that once barricaded the street were requested to be removed.  To complete the transformation of a peace zone, the idea of having a Peace Arch was conceptualized.

Through the efforts of CEU Executive Vice President Dr. Ricardo de Leon and MC Executive Director Dr. Carmencita Salonga and the funding of the Office of the President with the assistance of the Presidential Security Group, 51st Engineering Brigade, Metro Manila Development Authority, The Office of the Mayor of the City of Manila, and the Manila Engineering Office, the Mendiola Peace Arch was constructed.

On June 23, 2010, the Mendiola Peace Arch was inaugurated and the gates were finally opened.  The ceremony was led by Manila Mayor Alfredo Lim and former Tourism Secretary Gemma Cruz Araneta together with the Mendiola Consortium group CEOs.
The Mendiola Consortium hopes that the Peace Arch will remind the protestors organizing their assemblies on Mendiola that the street is also a home to schools and will be encouraged to conduct their rallies in a peaceful way.
